Teito Fukkō Jigyō Zuhyō 帝都復興事業図表 (Statistical Graphics Illustrating the Imperial Capital Reconstruction Project).
Pub Note:
This is a summary report from the Tokyo City government concerning the six and a half-year project to reconstruct the city, which was the seat of the Japanese empire on the island of Honshu, after the Great Kanto Earthquake and Fire of September 1923. It was issued over the signature of the mayor of Tokyo as of March 31, 1930 (fifth year of Showa), whose explanatory colophon precedes the charts. The reconstruction project primarily concentrated on infrastructure, but it is framed in this report by tabulations of damage and casualties. It is also focused on the fire as opposed to the earthquake (see Plate 1 for a map of the worst-afflicted areas, including fire hotspots, wind direction and speed, etc.). The addressee of the report is nominally the Showa Emperor (personal name Hirohito, r. 1926-1989). His father and predecessor, the Taisho Emperor (r. 1912-26), gave the official order for the reconstruction projects in late September of 1923—text of the decree precedes the Table of Contents. Donations of money to support the effort from the Imperial Household, the people of Japan proper and the overseas possessions of the Empire, as well as foreign countries (particularly the US) are recorded in detail in Plates 3-4. Horikiri Zenjirō (1884-1979) 堀切善次郎 was Mayor of Tokyo, April 1929-May 1930. (Our thanks to Michael Dalby for cataloging this work).
